In February, U.S. lawmakers were preparing for another war-funding debate when the staff of Sen. Evan Bayh, D-Ind., decided to meet with counterparts from the U.S. Special Operations Command. They asked, "if money were no object," how would you solve your shortfall in ISR flights in Iraq and Afghanistan? The way the special operations staffers remember it, Bayh's office aired the potential of Congress providing dollar1 billion over the White House budget requests for war funding in 2008 or perhaps 2009. "We're exploring both avenues," a congressional staff member said.
