The idea of "Enterprise Bargaining" was based on the principle that it meant gains and benefits to both employers and workers in the same workplace. The model is premised on one employer at one workplace and all the employees working directly for the same employer. Management and employees gave a commitment to have the needs of both the enterprise and the workers met within a framework that was negotiated between the elected representatives of the workers, that is, the union, and those executives representing the employers. The model does not sit comfortably with the construction industry for the simple reason that there is no one single "enterprise" as such on a building site.
