WASHINGTON-The National Transportation Safety Board recently made three new safety recommendations to the Federal Aviation Administration in an effort to prevent aircraft accidents caused by pilots with a history of substance abuse.Officials said the recommendations were made in light of a number of aircraft accidents over the years in which FAA was aware of,or should have been aware of,a pilot's history of substance dependence,and in which substance dependence was a factor in an accident.
