One of the duties for a federal agency is to interpret for employers the standards it promulgates.In the area of personal protective equipment-including who pays,and for what-OSHA issued a stream of interpretation letters in response to employers who sought clarification.In 1994,OSHA sent a memorandum to its area and regional offices responsible for workplace inspections,titled"Employer Obligation to Pay for Personal Protective Equipment."
