Washington state adopts new dump truck safety rules

The Washington state Department of Labor and Indus tries adopted emergency rules May 5 requiring dump-truck drivers to have either an observer signaling when it's safe to back up,or a mechanical device such as a video camera that provides a full view of the area behind the dump truck.The truck already is required to have a back-up alarm.
