A new provincial energy strategy,government investment in onshore petroleum exploration,petrochemical and LNG plant construction,and expansion of an existing refinery-all are transforming Newfoundland and Labrador into a hydrocarbon energy powerhouse.But on June 12,the federal Conservative government passed a budget in the House of Commons restricting that powerhouse to receiving only 50 per cent of revenues streaming from its vast store of nonrenewable natural resources.
