After the federal government unveiled its us10-billion Kyoto implementation plan,critics indicated they found the lack of detail in crucial sections of the plan alarming.Since Canada signed the Kyoto Protocol,on April 29,1998,the grumbling began from both industry groups and environmentalists-and it hasn't stopped.
