The idea of establishing a public national Russian Museum of fine arts was born in the enlightened part of Russian society long before the relevant Imperial Decree.Appeals to establish a national museum appeared in the Russian press in the early 19th century on a wave of patriotism following the victory over Napoleon in the war of 1812.
