The US Congress has started to move beyond the "blame game" stage of its investigation into the BP oil spill in the Gulf of Mexico and toward creation of a new regulatory framework for the offshore drilling industry. Two complementary pieces of legislation are scheduled to be debated in congressional committees this week.
