For US offshore oil and gas producers,midstream companies,refiners,and petrochemical companies,recovery and rebuilding dominated fourth-quarter 2005 and first-quarter 2006.Hurricanes caused extensive damage to refineries and gas plants as well as to offshore production platforms and sub-sea pipelines.The loss of capacity from various facilities and the time required for repairs were the primary reasons for the slump in propane production during fourth-quarter 2005.
