Louisiana's recovery from the hurricanes of 2005 is still ongoing.Some signs are favorable: In New Orleans,800,000 people attended a largely problem-free Mardi Gras in 2007,about 20% below the 1 million that Fat Tuesday festivities typically drew in pre-hurricane years,but more than double the number that made the celebration in 2006.
