The less-than-enthusiastic crowd at the Independent Petroleum Association of America's West Coast Oil and Gas Symposium (OGIS), held in September, reflected a financial industry that, judging from the third-quarter drum roll of sell-side downgrades for oil services, has developed ennui on energy.
