Congress and the European Union face many important energy export and import decisions. These decisions, closely tied to economic security, are now also more broadly tied to military security and—in the case of Ukraine and Eastern Europe—even country sovereignty. Policymakers in Washington and Brussels should know that oil and gas supply can be either a gift or a weapon of coercion, if not one of war. First, let's look at energy as a gift.
