The atmosphere at the New Orleans Hyatt was restrained, even though it was St. Paddy's Day. The Minerals Minerals Management Service had offered 3,806 blocks offshore Louisiana, Mississippi and Alabama in its Central Gulf Sale 172, but bidders pursued only a small percentage of those tract. This sale, in contrast to the boisterous milieus of the recent past, was marked by cautious operaturs reluctant to part with the green.
