Offshore Brazil is hot and getting hotter. An estimate by Gaffney, Cline & Associates for Brazil's National Petroleum Agency (ANP) reported that the Libra discovery in the Santos Basin has reserves of between 4- and 15 billion barrels of oil. According to ANP, Libra could contain more recoverable oil than all of the existing proven reserves in the Santos Basin, including Iara (3- to 4 billion barrels) and Tupi (5-to 8 billion barrels). The ultra-deepwater find was drilled by Petrobras and is owned by the Brazilian government.
