Back in 1965, a Canadian politician suggested at the national water conference of the U.S. Chamber of Commerce that Canada use it water resources as a bargaining chip for access to U.S. petroleum markets. John Turner, then parliamentary secretary to the minister of northern affairs and national resources, made it clear at the conference that Canada considers its water to be a Canadian resource, not a continental one, but it might be up for trade if the country is proven to have an exportable water surplus.
