The National Energy Board (NEB) has granted all but one of Alliance Pipeline's wishes designed to ensure its long-term future in this turbulent market, according to the Daily Oil Bulletin. In May 2014, Alliance submitted a new services offering (NSO) application to the NEB with a menu of services, tolls and tariffs that would replace its 15-yearcontracts expiring at the end of November 2015. The proposed services included fixed tolls, more flexibility and other "producer-driven offerings," as Terrance Kutryk, president and chief executive officer, called them at the time of the application. The company calls the NSO an "at-risk" business model, one that deviates from the traditional cost-of-service model and reflects a more dynamic and flexible market-focused approach. To make the decision a little easier for the NEB, shippers were a I ready jumping on board and locking into contracts for a significant amount of capacity on the pipeline throughoutthe public hearing process. This considerably lessened Alliance's risk in the board's eyes, and the NEB was convinced that firm contract levels could be maintained for the next six years.
