Since last summer, the Transportation Safety Board of Canada (TSB) has been investigating the Lac-Megantic train derailment and explosion that killed 47 people in Quebec. But with shipments of crude by rail only continuing to grow, the organization isn't waiting for a final report to make safety recommendations to the federal government.
