Four years ago, when Jeff Rubin was still chief economist at CIBC World Markets Inc., he forecast that global economic growth was on pace to send oil prices to US$200 a barrel by 2012. He wrote a book about it. As it turned out, he was almost right—except then the world economy buckled.
