While major pipeline projects like the Northern Gateway and Keystone XL continue to navigate the long and winding regulatory road, Canadian Pacific (CP) is barrelling straight ahead with plans to transport oil via rail. The railroad company has added a new transloading facility to its operations at Lloydminster, Sask., where it will move undiluted heavy crude to terminals operated by NuStar Energy LP in the northeastern United States and the Gulf Coast.
