The new agreement does not address the volatility classification of crude oil moved by rail. Companies are required to test oil to determine its flash point; however, current testing lacks mandated protocols and therefore the oil is frequently misclassified. The oil industry is working to improve testing standards so that risk factors will be known to both shippers and emergency responders.
