Acting Assistant US Attorney General Matthew J.McKeown of the US Department of Justice's Environment and Natural Resources Division and US Attorney for the District of Maryland Rod J.Rosen-stein announced a guilty plea by Frank Coe,the former chief engineer of an American-flagged car-carrier the MV Fidelio (renamed the MV Patriot),to criminal charges related to the deliberate discharge of oil-contaminated bilge water through a "magic pipe" that bypassed required pollution prevention equipment.Coe pled guilty to conspiracy and violating the US Act to Prevent Pollution from Ships (APPS).
