Those protesting the Dakota Access Pipeline (DAPL) expressed joy at the 4 December 2016 announcement by the US Army Corps of Engineers (ACE) that the agency would not grant an easement for the pipeline's proposed crossing of Lake Oahe (North Dakota, USA), a Missouri River reservoir. The construction of the 1,168-mile (1,880-kilometer) pipeline was estimated to cost US $3-8 billion with a completion date of November 2016 (see OSIR, 11 October 2016). DAPL project manager Energy Transfer Partners (ETP) now faces potentially substantial delays and soaring costs.
