According to some estimates, publicprocurement is responsible for as muchas 80% of world exports in merchandiseand commercial services. Governmentprocurement of goods and services,including construction services for projectsfrom laying roads to building and equippingpublic universities, involves huge amountsof public money. In OECD countries, public procurement is estimated to account fori5% of GDP; in non-OECD countries, thatpercentage is even higher.
