The Russian Federal Anti-monopoly Service (FAS) will say no to the creation of a state monopoly in the metals sector, Alexei Ulyanov, the FAS official in charge of industry monitoring, told reporters on the sidelines of the CIS Metals Summit in Moscow, organized by the Adam Smith Institute. Ulyanov said on February 10 the FAS had not received any papers concerning the creation of an amalgamated metals company with state participation. "If we get any, the answer will be negative, because the deal would have no potential impact apart from unloading debt," he said.
