In June, 2006, President Bush signed into Federal law the most comprehensive mine safety reforms in a generation, known as "The Mine Improvement and New Emergency Response (MINER) Act" (S.2803). One of the key requirements of the MINER Act is, "Enhanced Communications Technology." More specifically, the Act required that, by 2009, wireless two-way communications and an electronic tracking system that permits surface personnel to locate persons trapped underground be implemented in mining operations. In 1996 Pyott-Boone Electronics began a relationship with Minecom to sell their Leaky Feeder System to the underground mines in the U.S. At that time Pyott-Boone felt that options other than the standard page phones utilized in the mines were needed to allow real-time wireless communication to underground personnel from above ground and also between miners underground. It is established that wireless communication not only improve safety measures but also increase productivity due to the fact that it allows immediate communication flow for quicker decision making and therefore more output.
