The Estar steel group is putting projects to modernize capacity on hold due to financing constraints. "We've frozen all capex. We discussed several modernization projects, which we planned to fund by taking on commercial debt and debt to export credit agencies, but, in the situation that has emerged, we decided it would make sense to put these projects on hold," David Taylor, the group's senior vice president for investor relations, said at the Adam Smith Institute's CIS Metals Summit in Moscow.
