New operators growing customer expectations far a full range of communication services is stimulating the development of a network effect, with accompanying interconnection requirements. The radio segment provides an ideal entry point forinterconnection, chiefly because it offers the qualities of immateriality and mobility. Obviously, frequency spectrum planning is essential. Moreover, to keep abreast of fast technological change, regulators require versatile dynamic tools capable ofcontrolling a complex and shifting RF domain.
