Toronto takes aim at plastic bags, food packaging

The City of Toronto has taken a step back frqm controversial proposals to force coffee retailers to serve their product in cups that are acceptable to the city's recycling program. The city also wants to compel the retailers to reward customers with a 10- to 20-cent refund if they bring their own cups. The paper cups favoured by coffee retailers are compatible with the city's recycling program, but the plastic lids are not. They end up as contaminants in the paper recycling stream at a time when mills are being particularly demanding about the quality of feedstock they are prepared to accept.
