At the United Nations (UN) Gen- eral Assembly Special Session in 1998, member states committed to achieving measurable results in reducing the illicit supply and demand for drugs by 2008. But there is little evidence that the global drug problem was reduced during this period, according to a joint study by RAND Europe, the RAND Drug Policy Research Center, and the Trimbos Institute.
