State officials said the cows had access for at least three days to a pool that was formed from a leaking waste water holding pond on a farm in Tioga County. East Resources was drilling a Marcellus Shale well on the farm. State agricultural officials said the toxic water may have contaminated the cow's meat and that the quarantine was actually called May 1 and it is only now releasing information on the move.
