Blaming the lack of drilling permits being issued by the federal government, Houston-based Seahawk Drilling has filed for bankruptcy.

Rival Hercules Offshore has said it will buy the failing company's rigs and other assets for about $100 million. Seahawk said it is asking the Houston-based bankruptcy court for an expedited hearing to get approval for the asset sale. Hercules Offshore reports it will issue 22.3 million shares and pay $25 million in cash for Seahawk's 20 jack-up rigs and other assets.
