Of that set, NOAA Administrator Kathryn Sullivan said, one to four will become major storms with winds in excess of 111 mph. 'We could be in for more activity that we have in the past three years,' Sullivan said. She added that the NOAA outlook does not forecast potential or probable landfalls.
