As recently as last fall, farm bill watchers were predicting that two issues would drive the 1995 debate: the budget and the environment. Many believed that the views of a loose coalition of largely urban environmental and consumer groups, eager to expand on the conservation-oriented measures introduced in the 1985 and 1990 farm bills, would play an even more dominant role in shaping the 1995 legislation.
