A good compromise that lets deficits shrink and farmers grow

Congress's compromise on farm programs for the next seven years is a good one. It reduces federal spending on farm programs while it boosts farm income. It deserves to become law. The best way for that to happen is for Congress and President Clinton to agree on an approach to balance the budget in seven years that preserves the farm-policy reforms Congress has proposed. That compromise would provide double-barreled benefits to U.S. agriculture: better farm programs and the broad economic benefits ofa balanced budget.
