THE PRINCIPLES OF ELECTRICAL POWER BALANCING AND THE POSSIBILITY OF THEIR IMPLEMENTATION IN THE POWER SYSTEMS OF BALTIC COUNTRIES

The main actors of the balancing electricity market are defined. They are transmission system operator, balance responsible and balance providers. The opinion of the authors about the process of the power balance management, the principles of the balance energy price settlement in the liberalized Lithuanian power market, which could be adopted by the Baltic states market are described. The focus is made on the hour-by-hour trading period and on the implementation of the accounting system to start the balancing market. If each participant of the power market has only one energy balancing contract, the Transition System Operator (TSO) should observe the unbalances and calculate correctly the participants' payments and revenues of energy balancing process. The possibilities of the Baltic power systems to keep the power and energy balance together are briefly described. The closing of the Ignalina NFS and involving a larger number of generation sets in thermal power stations in Vilnius, Kaunas and Elektrenai will facilitate the solution of the problem of balancing in Lithuania.
