The convoluted system of pricing LPG in Russia is the remnant of a botched central government attempt to help the domestic LPG industry. Russia's federal tariff service (FST) sets wholesale domestic LPG prices usually every year, and these are meant to be the prices at which LPG producers sell to distributors (see p8).
