A Korean Study on Verifying Evaluation Indicators and Developing Evaluation Scales for Electronic Resources Using a Pilot Evaluation

The relationship between physical resources andtheir usability has been measured quantitatively andqualitatively in evaluations of libraries abroad aswell as in Korea, with the objectives of improvingservice levels and management results. As the tech-niques used by libraries and the items collected bylibraries change over time, the criteria to select itemsfor library evaluations should change accordingly.This study intends to enhance the significance ofe-resources which have been increasingly purchasedand used in the digital library environment but under-represented in library evaluations. To this end, thestudy identified items for evaluations, classifiedthem, and verified them using experts and a pilotevaluation. First, the study verified three evaluationsectors, 11 indexes and 22 indicators with a Delphimethod. Second, specialists were surveyed to de-termine the appropriate weight for each index andindicator. Third, by conducting a pilot evaluation oncollege libraries, the investigator identified evalua-tion scales. The findings of the study are expected tocontribute to the world's library evaluation practicesin the digital environment.
