Fixing premiums to promote of an environmental friendly agriculturalproduction - 'Bookbuilding' as a modified tender procedure [German]

By now, all EU member states have agricultural environmental programmes. Farmers participating in individual programmes receive premiums for specific intended environmental measures. The assessment of premiums is based on specific standard gross margin calculations. This procedure may result in the reduction of farmers' acceptance as well as in the incidence of unneeded annuities with consequences for the programme's ecological and economic efficiency. It is thus necessary to look for more efficient procedures for the assessment of premiums. Some general assumptions about the premium level and some objections against the traditional tender procedure are discussed. Subsequently, a modified tender procedure, generally known as 'bargaining shares' is proposed to be tested in empirical praxis. The aim is to obtain positive environmental impacts with a favourable price for society.
