It had been five years since Constellation Energy's Baltimore Gas and Electric (BGE) subsidiary had petitioned its state utility commission to review its natural gas rates. Such a case can involve thousands of requests for information, each of which must be answered within ten days to conform to commission rules. Tracking requests had been a manual chore involving the creation and updating of spreadsheets and word-processed documents. However, the Legal Affairs staff was 20 percent smaller than during the last rate case, and most of the staff with knowledge of the rate-case process was no longer with the company. With information and resources for the current rate case scattered across the country, Constellation Energy needed a way to process requests as rapidly as possible.
