Back in March, Nursing Standard reported that England's primary care trusts were 2,407 short of the 3,300 target. One of the problems, according to a leading school nurse, was that money given to strategic health authorities had not been ring-fenced. Another obstacle is the lack of investment in nurse training. In spite of the difficulties, prime minister Gordon Brown seemed optimistic about achieving the target when he addressed RCN congress in Harrogate on Monday.
