The New York State Assembly followed the State Senate in approving legislation that would require the Port Authority of New York and New Jersey (PANYNJ) to conduct Part 150 noise compatibility studies at John F. Kennedy International, Newark Liberty International, and LaGuardia airports. (See June NRR, p. 58.) Because the PANYNJ is a bi-state agency, the bill must be passed by the New Jersey legislature and signed by the governors of both states before it can take effect. "The noise generated by overflights at JFK, LaGuardia and Liberty Airports has increased steadily over time," said Senator Kemp Hannon (R-Nassau), sponsor of the legislation. "Residents across my district, from as far away as Massapequa, nearly 25 miles from JFK [airport], have written of their frustrations, and are rightfully upset over what they believe to be an unfair distribution of overflights.
