Since last year, when the City of Elkhart, Indiana hired a police officer dedicated to strictly enforcing its noise control policy, he has issued violations that have garnered more than $400,000 in fines. "The fines not only deter noise and punish noisemakers, they also fund the anti-noise program," according to local officials, who have used the revenue to equip two unmarked police vehicles, as well produce and distribute public service announcements about the hazards of noise.
