Highway: FHWA Updates Guidance on Pavement As a Noise Abatement Measure

While re-affirming that the use of pavement type or surface texture is not a noise abatement measure as defined by federal regulations, FHWA left the door open to considering pavement as contributing to the noise abatement measure if the pavement is evaluated for its full life cycle.
