A survey of 150 airports by the Government Accountability Office (GAO) found that approximately two-thirds of the respondents did not feel that addressing environmental issues somewhat or greatly delayed a development project in the past five years. Operational changes were slightly more likely to have been delayed, especially by noise issues.
