The deregulation debate has focused attention on two older pieces of federal legislation, the Public Utility Holding Company Act of 1935 (Puhca) and the Public Utilify Regulatory Policies Act of l978 (Purpa). Puhca established the basic structure of the current regulatory system. Its purpose was to control a handful of large multi-state utility holding companies that developed earlier this century.
