Back in 1988, Congress enacted the Commercial Fishing Industry Vessel Safety Act as a result of the large number of fishing-boat losses and crew fatalities. That resulted in a study to find the causes of the accidents. One area of inquiry was to determine if formal inspections should be required for uninspected fishing boats, which comprise 99 percent of this country's fishing fleet.
