Pennsylvania Eyes Higher Taxes, Tougher Regulations in Marcellus

Several recent blowouts and reports of discharges within the Marcellus Shale gas formation have provided an extra push for Pennsylvania policymakers to plan higher taxes on producers, tougher environmental regulations and restrictions on access to state lands for exploration and production. The Pennsylvania House Appropriations Committee passed a budget last week that includes an 8% tax on the market value of gas at the wellhead, plus another tax of 8$ per thousand cubic feet.
