MMS Puts Once-Banned OCS Areas in Plan

The Minerals Management Service has proposed a new,five-year oil and gas leasing program that includes areas of the Outer Continental Shelf(OCS)that were previously off-limits due to congressional and presidential moratoria.Though the next five-year leasing plan was not scheduled for release until at least 2010,MMS Director Ean-dall Luthi said the early proposal gives the incoming Obama administration a two-year head start on tackling the issue of new OCS drilling.
