US Congressmen to Repsol: Stop Drilling Plan Offshore Cuba or Else

After years of rumors and speculation, drilling off the coast of Cuba - about 45 miles from Key West, Florida - should begin sometime between Nov. 1 and Dec. 1.Spanish energy giant Repsol will be leading the effort with a drilling program joined by joint-venture partners Statoil of Norway and ONGC of India.They will be using the Chinese-built drilling rig Scarabeo 9 to drill an exploratory well 6,500 feet below the surface of the Straits of Florida in an area known as the Jaguey. The rig is owned by Saipem, a subsidiary of Italy's Eni.
